{"id":3059,"date":"2020-06-24T14:09:33","date_gmt":"2020-06-24T14:09:33","guid":{"rendered":"https:\/\/www.baliprov.go.id\/web\/?p=3059"},"modified":"2020-06-24T14:09:35","modified_gmt":"2020-06-24T14:09:35","slug":"terapkan-e-office-birokrasi-pemprov-bali-selama-pandemi-tak-terhambat","status":"publish","type":"post","link":"https:\/\/www.baliprov.go.id\/web\/terapkan-e-office-birokrasi-pemprov-bali-selama-pandemi-tak-terhambat\/","title":{"rendered":"Terapkan E-Office, Birokrasi Pemprov Bali Selama Pandemi Tak Terhambat"},"content":{"rendered":"\n<p>Sekretaris Daerah Provinsi Bali Dewa Made Indra mengikuti Webinar yang dilaksanakan oleh Badan Penelitian dan Pengembangan Kabupaten Badung yang dilaksanakan pada Rabu (24\/6).<\/p>\n\n\n\n<p>Sekda Dewa Indra menegaskan jika selama pandemik Covid-19 dewasa ini tidak menghambat birokrasi yang sudah berjalan di Pemprov Bali. Pasalnya, Pemprov telah menerapkan<em> e-office<\/em> untuk menjalankan kepentingan administrasi.<\/p>\n\n\n\n<p>\u201cSelain pergub, perda, NPHD dan laporan keuangan, Pemprov Bali telah menerapkan<em> e-office<\/em> untuk laporan, sehingga dipandang sangat efisien waktu, tenaga dan dana,\u201d tegasnya pada pagi itu.<\/p>\n\n\n\n<p>Sekda Dewa Indra bahkan menambahkan jika penerapan <em>e-office<\/em> selama ini bisa memangkas anggaran ATK sebesar 30%-50%, dan konsumsi rapat sebesar 50%.<\/p>\n\n\n\n<p>Hal itu menurutnya karena semua laporan bisa dikerjakan secara digital, serta tandatangan juga sudah bisa menggunakan tanda tangan elektronik. \u201cJadi tidak ada alasan lagi surat-menyurat lama dan buang-buang kertas, karena surat sekarang bisa langsung dikirim ke instansi lain langsung dan ditandatangan secara elektronik juga,\u201d imbuhnya.<\/p>\n\n\n\n<p>Selain itu, ia juga menambahkan jika para pejabat eselon II di lingkungan Pemprov Bali sudah menggunakan gadget berupa tab, sehingga mereka bisa memantau laporan dan hasil kinerja stafnya secara langsung. \u201cJadi bisa saya katakan jika pada masa pandemi Covid-19 ini, tidak menyurutkan kinerja para ASN, bahkan makin produktif karena bbisa terpantau secara jelas,\u201d bebernya.<\/p>\n\n\n\n<p>Untuk memuluskan program digitalisasi Pemprov Bali, Sekda Dewa Indra mengatakan telah memplot anggaran untuk Dinas Komunikasi, Informasi dan Statistik Provinsi Bali demi mengembangkan sistem-sistem digital tersebut.<\/p>\n\n\n\n<p>Lebih lanjut ia menjabarkan jika digitalisasi di lingkungan Pemprov Bali telah mengubah mindset kinerja para ASN. \u201cSekarang kita fokus pada output, pada hasil kinerja, bukan pada prosesnya saja. Bahkan melalui digitalisasi kami bisa mengurangi bahkan menghilangkan intervensi, semisal untuk pengadaan sekarang sudah terbuka dan bisa dilihat langsung oleh masyarakat. Maka di sana memang benar-benar yang lulus kualifikasi yang mengambil pekerjaan,\u201d bebernya.<\/p>\n\n\n\n<p>Terakhir sekali lagi ia menegaskan, jika pandemi ini bukan alasan untuk menghambat sistem birokrasi dalam tatanan pemerintahan. \u201cMeskipun saat ini masa pandemi, kami tetap bisa bekerja, bahkan lebih produktif lagi,\u201d tandasnya.<\/p>\n\n\n\n<p>Sementara sebelumnya Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Menpan RB) menegaskan sebelumnya bahwa jangan sampai Pandemi Covid-19 ini dijadikan alasan terhadap penurunan kinerja ASN di seluruh Indonesia.<\/p>\n\n\n\n<p>Menurutnya ASN dan birokrasi harus tetap berjalan, semua harus digerakkan, tentu saja dengan memperhatikan serta menerapkan protokol kesehatan serta protokol pencegahan penyebara Covid-19. \u201cSemua harus tetap produktif, bahkan lebih daripada sebelumnya, kita bekerja tentu saja dengan kenormalan baru dan tetap memperhatikan protokol kesehatan,\u201d jelasnya.<\/p>\n\n\n\n<p>Untuk menunjang regulasi tentang tatanan kinerja pada era normal baru ini pemerintah pusat melalui Menpan RB telah mengeluarkan surat edaran tentang pembatasan bepergian ke luar daerah, bekerja dari rumah untuk jenis-jenis pekerjaan tertentu serta mengintensifkan pemerintahan berbasis elektronik. <\/p>\n\n\n\n<p>Dalam kesempatan itu ia juga menyinggung sasaran kinerja ASN saat ini lebih ke output atau hasil, salah satunya adalah dengan menyederhanakan birokrasi. \u201cKita arahkan PNS nanti untuk menjadi fungsional dengan mengerjakan sesuai dengan latar belakang dan kemampuan mereka,\u201d imbuhnya. <\/p>\n\n\n\n<p>Ia juga mengatakan jika manajemen kinerja ini dilaksanakan untuk memastikan bahwa program dan kegiatan yang dilaksanakan telah memberikan dampak dan manfaat bagi masuarakat luas. <\/p>\n\n\n\n<p>Dalam webinar pagi itu juga menghadirkan narasumber Dr. Drs.
